Regular town board meeting held on March 23, 2017 at the town hall meeting room.  Notice was posted in 3 places in town: post office, hardware store and the town hall window box.

Present were Chairman Paul Ehlinger, Supervisors Jim Smith & Nancy Schuhart, Treasurer Chris Geske and Clerk Brenda St. Peter.

Paul called the meeting to order at 6pm.

Pledge of Allegiance.

Paul made a motion to accept the agenda as presented.  Jim seconded the motion.  3 yes 0 No.  Motion carried.

Brenda read the minutes from the February 16th, 2017 meeting.  Jim made a motion to accept the minutes as read.  Nancy seconded the motion.  3 yes 0 no.  Motion carried.

Jim Whittinghill, Sales Manager, from Eagle Waste & Recycling gave the town board an update on our customer charge for recycling and garbage.

Valerie Loduha, FCP Tribal Court, Wellness Court Coordinator, shared facts on drugs and crime in America and in our communities and asked our town for consideration in helping with community service projects when needed.

Public Comments;
Dan Barfnecht – questioned the insulating of the pavilion.  Jim responded and said that will be done during Phase 2.

Mike Rocole spoke about the upcoming Referendum on the April 4th ballot and also spoke about the late taxes due from town residents.

Brenda St. Peter spoke about agenda item 16, First Amendment Rights, and open records.

Letters:

Brenda read a letter from Wabeno Area Players thanking the Town Board for letting the cast and crew of the Hallelujah Girls for use of the town hall as they prepared for their show.

Paul shared a letter about a Wolf Summit happening on April 8th at 9am at the Sugar Camp Town Hall.  If anyone is interested in more details, please see the clerk at the Wabeno Town Hall.

Paul shared a letter from the Chequamegon Nicolet National Forest's Watershed Program.  They are working on a project that would remove three old dams and replace two road stream crossings in the town of Wabeno.

Licenses/Permits

Paul made a motion to sign Operator's License's for: Glenn David Lederhaus and Andrea Jean Buckner.  Nancy seconded the motion.  3 yes 0 no.  Motion carried.

Treasurers' Report

There was a discussion on buying the radio tower at 4461 N. Branch Street for the Fire Dept.. Nancy made a motion to buy the Communications Tower at 4461 North Branch Street from Packerland Broadband for $1.  Paul seconded the motion.  3 yes 0 no.  Motion carried.

Paul made a motion to appoint Barb Charlton and Charlie White to the Wabeno Firefighters Ground Board.  Jim seconded the motion.  3 yes 0 no.  Motion carried.

Nancy made a motion to appoint Donna Hogan as a Commissioner for the Wabeno Sanitary District.  Jim seconded the motion.  3 yes 0 no.  Motion carried.

Brenda will be posting a request for bids for the bath/shower facility at the fire fighters grounds.  Bids are due to the town clerk on Monday, May 1st, 2017. 

Jim made a motion to pay $200 for Connect Communities participation.  Paul seconded the motion.  3 yes 0 no.  Motion carried.  This will be re-evaluation next year.

The board discussed whether a town official had made an error in posting public information.  Paul contacted the Wisconsin Towns Assoc. and found no wrong doing on her part.

The Annual meeting will be held on Tuesday, April 18th at 6pm.  The town board meeting will be following the Annual meeting.

Paul made a motion to adjourn.  Jim seconded the motion.  3 yes 0 no.  Motion carried.
