Regular town board meeting held on November 3rd, 2016 at 6pm at the town hall meeting room. Notice was posted in 3 places in town: post office, hardware store and town hall window box.
Present were Chairman Paul Ehlinger, Supervisors Jim Smith & Nancy Schuhart, Treasurer Chris Geske and Clerk Brenda St. Peter.
Paul called the meeting to order at 6pm.
Pledge of Allegiance
Paul made a motion to approve the agenda as presented. Nancy seconded the motion. 3 yes 0 no. Motion carried.
Brenda read the minutes from the October 13th meeting. Nancy made a motion to approve the minutes as read. Jim seconded the motion. 3 yes 0 no. Motion carried.
Mike Richmond asked about the Dual Sports sign that was taken down and if the Trump Lake Pavilion would have budgeted money to help with the construction.
Alan Harrison expressed concerns about the smoke in town from the outside wood burners.
Brenda asked the board to consider allowing a house grave at a potential plot in the Lakeview cemetery in Carter.
Michael LaRonge from the Forest County Potawatomi's & Tribal Historic Preservation Office is working on Waterway Hydrology Restoration for the Oconto River. Paul signed a WI Public Lands Field Archaeological permit to work on areas in the town of Wabeno. Paul also signed a Curation Agreement for Archaeological Collection.
Paul made a motion to approve temporary liquor licenses for the American Legion Post 44 for the 11th of February, 2017 and for the Wabeno Area Players for February 9th – February 12, 2017 and May 25th – May 28th, 2016. Jim seconded the motion. 3 yes 0 no. Motion carried.
Jim made a motion to approve Bucks Big Dog Saloon for a Class B liquor license to sell at 1785 Cavour Ave. Nancy seconded the motion. 3 yes 0 no. Motion carried.
The shoulder work and blacktopping are done for the 2016 road projects. Rangeline Street will be graveled. More ditching is needed throughout town.
The electronics have all been installed and are working which completes the USDA technology grant.
Rob Dailey will be cutting the dead tree in front of the town hall. He will be working with WPS and Scott Shaffer.
The town will be setting up a meeting next week with the Freedom and Blackwell town boards to continue discussing our emergency services for the 3 communities.
Ray Ehlinger gave the town board his measurements on the current construction of the Trump Lake Pavilion and discussed how we could construct the building. A material list will be worked on for the next meeting.
Constructing new bathrooms at the Fire Fighters grounds was discussed. The board will be working on the budget and will discuss money for this project. Also discussed was donations and getting another Americorp team.
A new planning commission was discussed. The town board made no decision at this time.
Brenda let board know of complaint on garbage by apartment building in town.
Chris presented the board with the financial report.
The next town board meeting will be December 1, 2016 at 6pm.
Nancy made a motion to go into Closed Session under SS19.85(1)(c) to discuss employee benefits. Paul seconded the motion. 3 yes 0 No. Motion carried.
Paul made a motion to come out of Closed Session to work on the town budget. Nancy seconded the motion. 3 yes 0 no. Motion carried.
The town board along with the clerk worked on the town budget.
Paul made a motion to adjourn. Jim seconded the motion. 3 yes 0 no. Motion carried.
